Third grade art students work on their crayon rabbits as seen through a cutout flower hanging from the ceiling one of them made earlier in the year.  The John Avery Parker elementary school in New Bedford is one of the states 35 level '4' underperforming schools  as determined by the Massachusetts Board of Elementary and Secondary Education.  The state defines a Level 4 school as one that has performed poorly on the Massachusetts Comprehensive Assessment System in both the Math and English Language Arts sections over a four-year span and has not shown signs of improvement.  The state might take over operations of the school.
