On a rainy, foggy morning, former mayor of New Bedford, John Bullard, who is a Baywatcher for the Buzzards Bay Coalition, volunteers his time to check the quality of the water in the East Branch of the Westport River in Westport. The Buzzards Bay Coalition has been running this program since 1992 and has more than 800 volunteers checking water quality in 30 major harbors in ten municipalities stretching from Westport around to Falmouth, including the Elizabeth Islands.
